Position Summary

The South Asia Industry & Government Affairs Lead - AgCo will serve as a key member of the Government Affairs (GA) team, reporting directly to the APAC Government Affairs Lead and acting as a “market shaper” in South Asia. This role will provide Leadership and execution in External Affairs in South Asia, ensuring the development and execution of programs in that region to enhance company reputation, and deliver growth to the business. The South Asia Industry & Government Affairs Lead will leverage key South Asia-based external stakeholders and strong Leadership skills to ensure that the protection and promotion of AgCo’s products, freedom to operate and commercial business growth initiatives are forefront in all major decisions, and in all region’s GA/EA activities.

To accomplish this result, the Lead effectively advocates for South Asia AgCo’s positions on legislation and regulatory proposals, levering Business Unit, Regulatory, Legal and Government Affairs network resources. She/he then ensures teams have the correct allocation of resources to place against aligned strategic goals, and that they have the resources and processes in place to operate at a world-class standard. It is also critical that this position work effectively with the strategic priorities of the rest of the international team, under the stewardship of the Industry and Government Affairs Lead. This requires two-way communications and regular touch points outside of the South Asia region to flag new and changing issues, and to align strategic priorities. Further, this role will collaborate with all external affairs capabilities including communications, philanthropy, industry affairs and sustainability.

Major Responsibilities

Overall Objectives

  • Serveas the senior Government Affairs strategist for AgCo in South Asia, providingstrong alignment and Leadership for the Government Affairs function.

  • LeadSouth Asia region to work political risk mitigation across multiple countries basedstakeholders in support of AgCo’s business portfolio.

  • Initiateand maintain strategic relationships with key government officials,parliamentarians and other stakeholders that are relevant to meet theobjectives of the company and its objectives. Represent company atgovernment level with officials involved in relevant political andregulatory decisions and processes, including approvals of companyproducts and activities. Strategies are typically designed to promote regulatoryacceptance of products and critical commercial business growth initiatives.These priorities include:

GovernmentAffairs/Advocacy Responsibilities

  • Identify key political andnon-technical risks in SA region and develop comprehensive advocacy strategies,risk mitigations, and engagement plans in conjunction with key stakeholders. Develop,manage, sustain, and enhance relationships with key SA based externalstakeholders relevant to the identified risks.

  • Initiateand maintain working relationships with institutions conducting studies onSouth Asia AgCo Business as required for approval including input into thesetting up of contracts, administrative requirements and co-ordinationactivities as well as compliance with the regulatory requirementsincluding for the submission of applications.

  • Leverage advocacy,intelligence gathering, analysis, risk mitigation and relationships tocontribute to business objectives.

  • Effectively advocate SouthAsia AgCo’s positions on legislation and regulatory proposals, leveragingBusiness Unit, Regulatory, Legal, and Global Government Affairs Networkresources.

  • Represent South Asia AgCo to business-relatedChambers/Councils/Associations and principal accountability for SA-basedthink-tanks/research houses.

Issues Management & Crisis Responsibilities

  • Work as part of the International IA/GA team in developing andmanaging AgCo’s global positions on Government Affairs issues.

  • Leadand provide ongoing counsel on local issues response strategy for any regulatory/governmentissues in South Asia, and help to guide the translation of issues into locallanguage, tone and relevance in defense of AgCo’s reputation.

Internal Communications Responsibilities

  • Coordinatingwith teams outside of South Asia to ensure message points and GA strategyinitiatives are culturally aligned to the regions and also aligned to theglobal corporate narrative.

  • Involveother functions as needed to build the organization’s internal understanding ofhow best to use GA in South Asia.

  • Workclosely with Global Communications to monitor and respond, as appropriate, toall legislative and regulatory proposals affecting AgCo’s business operations.

Team Responsibilities

  • Buildappreciation for Government Affairs, and AgCo External Affairs as a wholeacross South Asia regions. Ensure key senior Leadership understands and expectsa new level of GA outcomes and standards.

  • Set clearand consistent objectives aligned with global GA, EA and AgCo’s business goals,measuring against those goals to manage performance and communicating successto business Leads and EA as part of regular reporting and coordination.

  • Lead theimplementation of GA programs, and provide overall guidance (by example and/ormentorship) to both region’s managers and their teams.

  • Ensure allteams are appropriately resourced and that resources are focused on highest-impact activities.

  • Providefinal approval on overall budget and any senior resourcing decisions.



Ideal Experience

  • 10+ years ofextensive experience in government and/or government relations roles (variety of assignmentsis preferred) withdemonstrated region’s perspective and country markets knowledge.

  • BS or BApreferably in related field. An MBA or other advanced degree is highlydesirable.

  • Experience in a multinational corporation or association focusedon innovative sectors and/or food and agriculture sectors is preferred.

  • Demonstrated experiencecounseling and establishing credibility among executives. Demonstratesqualities of a highly strategic GA Lead and is clearly grounded in bestpractices and latest trends in government relations. This includes emergingcontent strategies, digital strategies and tools, reputational measurementpractices and issues/crisis response tactics.

  • Proven superior/first-hand knowledge of the Government in SOUTHASIA region, multi-lateral agency, trade associations, policy environment anddecision-making processes.

  • Asactive member of the India and APAC AgCo GA Team, participate in theimplementation of the India Government/Public/Regulatory affairs strategyand lobby for a workable and predictable regulatory system at the nationallevel for various Business interest of the Company.

  • Informand advise the operations managers on political, regulatory andcommunication needs and maintain an inter-active communication to definestrategies related to company interests

  • Demonstrated understanding of how government officials develop andimplement policy with the ability to analyze government policy/legislation andadvocate corporate positions before senior policy makers, legislative staff,and the administration.

  • Italso includes ability and desire to travel regularly (Availabilityto travel at least 30% of the time.)

  • Demonstrated ability to strategically cultivate, manage, andutilize key stakeholder relationships.

  • Demonstrated ability to partner with government entities tocollaborate and secure incentives to operate and innovate.

  • Demonstrated ability to build partnerships and coalitions acrossvalue chain entities to advance common policy objectives.

  • Able to work effectively in multi-functional and multi-culturalenvironment, and in a team setting.

  • Able to build and sustain extensive network of relationships(internal and external).

  • Strong advocacy skills and ability to promote public policypositions.
