IT Project and Portfolio Management Leader (Job Number: 193025W-01)


The IT Enterprise Portfolio Management Office (EPMO) leader is responsible for providing leadership for the creation and operation of Enterprise IT Portfolio/Program Portfolio Management. The leader of this function will be accountable for the development and subsequent maintenance of Enterprise Portfolio governance construct for Enterprise IT, and the steady state operations that enable portfolio processes and tools.

The EPMO leader is responsible for designing and shaping the EPMO to enable effective planning and execution of the IT capital and expense project portfolio. The leader will play a critical role in ensuring alignment to enterprise capabilities and business strategies while leading strategic portfolio operations, processes and reporting; drive alignment with key IT constituencies across the business units and is responsible for governance of the portfolio for IT.

In addition, this role is responsible for maturing our capabilities to ensure the alignment of the IT portfolio to the corporate and IT strategic initiatives, enterprise IT strategy and business objectives. The EPMO leader manages the day-to-day operation of the Enterprise Program Management Office (PMO) including resolving project and resource conflicts, tracking and communicating progress of all program offices, standardizing processes and reporting across different PMO teams, mentoring staff, and driving a sense of urgency and commitment across all projects.

Job Responsibilities :

  • Portfolio Planning:

  • Lead the demand management process

  • Consolidate demand into a central location

  • Prepare and/or review and present relevant Capital Funding requests

  • Facilitate the project prioritization process, provide analysis of proposed projects to determine alignment with business goals and objectives

  • Portfolio Delivery:

  • Measure and communicate progress and status across projects and identify overall cross-project issues and dependencies

  • Develop IT capability metrics and leads quarterly reviews with IT Leadership Team

  • Compile IT portfolio Key Performance Indicators (KPI) reports for the business

  • Portfolio Governance:

  • Facilitate the project approval process

  • Ensure projects and programs within the portfolio are carried out with the appropriate methodologies and stage gates

  • Resource Allocation:

  • Monitors and analyses resource requirements to identify potential issues and monitors capacity to meet the current and future demands of the business

  • Results Management:

  • Work with finance to track actual versus expected performance for project teams

  • Methodology, Tools, and Standards:

  • Responsible for definition of templates, tools and standards related to the submission, tracking and delivery of projects

  • Standardize processes, methodologies (i.e. Waterfall and Scrum),

  • Staff Development:

  • Manages EMPO staff and develops them for future growth within the organization

  • Coaches staff on performance and professional development issues

  • Motivates staff to achieve efficiency and productivity

  • Conducts performance appraisals, interviews and discipline/documentation as needed

  • Decision Making:

  • Determines appropriate methodology to be used within the office of the CIO

  • Evaluates relevance of industry best practices and applicability to the organization

  • Develops and implements policies aligned with the strategic goals of the organization

  • Enterprise-wide leadership of:

  • EPMO (Project and Portfolio Management)

  • Resource Management


  • Bachelor’s or Master’s degree in IT, Business, Finance or related discipline

  • Minimum of 10+ years of related experience in a corporate PMO, management consulting, or similar positions at a large company

  • Preferred Project Management Professional (PMP) Certification

  • Preferred Program Management Professional (PgMP) Certification

  • Extensive experience in Client Delivery responsibilities and methodologies

  • Excellent leadership, management, facilitation, and problem-solving skills

  • Advanced Project Management skills

  • Knowledge of process improvement methodology

  • Excellent interpersonal and communication skills and proven ability to work effectively with all organizational levels

  • Proven track record of successful team leadership and development

  • A demonstrated ability to influence people and decisions across multiple functions and areas of expertise

  • Strong presentation skills and the ability to interact successfully with all levels of the organization

  • Strong business and financial acumen

  • Ability to develop clear meaningful metrics and reporting templates for business consumption

  • Strong ethics and values which support the organizations goals and foster the appropriate culture

  • Experience building a successful Enterprise PMO

  • In-depth knowledge of operations and system platforms
